Bell peppers are green when they have not fully matured. When they have matured, they will have turned either red, orange, yellow or brown, depending on the variety of the pepper.

I was thinking peppers as in hot peppers...so I went along the lines of degrees of intense heat.

green peppers are simply harvested without being mature, orange and yellow are harvested when semi mature (think teenager) and red peppers are fully mature.
