It is unlikely that two battery packs would exhibit the same problem, particularly when one of them is brand new. The problem would then lie either in the camera or the charger. There is no way to guess which is more likely to be at fault. I would advise trying to borrow a compatible charger, and battery if possible, from another person or from the store where you bought the camera. Failing that, the store may allow you to charge your batteries on their sample charger. If the batteries charged with a different charger last longer than they do with yours, the problem is likely with your charger. If not, the problem is likely with the camera. A faulty charger can be replaced fairly inexpensively. A faulty camera would need to go in for repairs.
