To me, this seems suspicious. Normally, an HOA would simply require insurance of a homeowner or to have a copy of your policy to ensure if something in your unit ended up causing damages to community elements (as in a fire). However, the complex should have their own insurance to cover the building and common elements. Finally, I would check your by-laws, rules, regulations, declarations, etc. Technically, if it is stated that you have to have a certain type of insurance, with a certain deductible, they do have legal claim to require it as those documents are usually filed with the city/state and are legally binding.
