You should have to cover the downstairs parts for sanitary reasons, but if a woman feels comfortable walking around without a shirt then I don't see why she shouldn't be able to do so.
Do I think it will ever be accepted? Not as long as breasts are equated with sexuality.

Personally, I think everyone should be able to walk around in the nude if they want to.
The reason men stare is because they are not used to it. In Amsterdam, I stayed in a hotel that had a Sauna and everone used it completely naked.
But there are still a lot of people who really should keep it all covered up. Unfortunately, they are often the ones who like letting it all hang out.

Of course we should be allowed to go shirtless. It's just skin after all, just like the rest of our body parts that show. I know some fat guys who have bigger boobs than I do but they are allowed to go shirtless. It is all the workings of a conservative society that thinks we would all turn into a bunch of heathens if God-Forbid we should show some extra skin.

Where I live, it's legal (Ontario)...But I have only ever seen in done ONCE. The day it became legal, these 4 old women were driving around in the back of a pick-up truck topless, just looking for attention.

That depends on what they are doing.
For just regular living, yes. But the problem is in those who see the skin and do not have the discipline to keep their minds from lust ... so if the women are doing something that attracts extra attention to them in a sexual way, then no, we already have enough problems with men who can not control themselves.

Absolutely. Especially if you have something to show off going shirtless. Lots of girls would look better shirtless than going around with whatever they're wearing. I mean, what they paid for can't compete with what they were born with. :-P

I generally prefer men keep their shirts on too. Most cultures in which that is acceptable it is partly because it is a LOT hotter than most of the US. I don't think it's wrong necessarily, but it would take a large cultural change, and give it time!

They can where I live, in Santa Cruz California. There is no law here against anyone going topless. Still, it is rare to see anyone topless, let alone any women. Every few years, though, I'll see a topless women in the bookstore or someplace like that. As rare as it is, no one seems to pay much attention to it when it does happen. It's just breasts. Who hasn't seen breasts before?

Yes, and braless it is a big taboo for a woman to go without a bra for the sake of vaniety even for small chested ones. I think in the summer time shirtless at home is a plus.

Well there are about 3 billion men on this planet, and 3 billion women, and I don't understand why it is not a problem if a men shows his chest but it is a problem when a women does.
It's all just human bodies. If we wouldn't make a thing out of it, it would be just normal.
