If God created the firmament, which he called "Heaven," to divide the waters, and the lower waters became Earth, what happened to the upper waters?

I asked this question of an EXTREME young-earth creationist. He said the upper waters rained on the earth during the flood.

I assume it to mean the clouds and the moisture that remains in the air during the water cycle. Water below evaporates to above, water above rains down below. I see it as a description of the beginning of the water cycle.
