Your cousin is not your legal guardian, so cannot sign for you.

1. When getting an underage piercing and tattoo a parent must sign and be present. They usually check to make sure they really our your parents. 2. Most places will not do technical piercings on those who are underage. 3. If your going to get it done, be safe and go to a clean and safe tattoo parlor get it done correctly with a needle. 4. Just to state a quick fact although this won't really pertain to you. Needle piercings are always better then getting pierced with a gun. They heal faster and have less chance of getting infected. Not to mention it gives the piercer more control.

Nope, not even close. Even IF the parlor allows him to give permission for you, if your parents find out they can be in a whole WORLD of trouble, which is why it's not likely that they'd allow it in the first place.
-
It's up to your parents. What if your parents disapprove? & then @ school, the teachers will make you take it out, & the piercing will heal & close very quickly & easily.
-
Maybe you should be asking your parents this question.
-
Absolutely not. He does not know what he is talking about...do not listen to him. It is up to a parent or legal guardian to sign and be present when this is done.

Sure it's ok, as long as you don't mind getting your butt whooped by your parents when they find out. Which they will. You might think you can hide it from them (based on the fact that you're trying to get your cousin to sign for it, I assume that your parents don't approve), but you won't be able to. You'll talk funny and have a hard time eating for a while because of the pain and swelling, there will be their first clue. Even if you are able to keep it in long enough for it to heal all the way, you'll probably start playing with it without even realizing and your mom will say, "Um, what the hell is that?" Just don't do it. It's a bad idea for SO many reasons. Besides, its not like you have that much longer to wait until you can go by yourself to get it done; wait until you're done with high school.
