No. Dirt bikes, mopeds, and the like are, but true motorcycles are allowed pretty much everywhere cars and trucks are.

No. Full two-wheeled motorcycles with (I think) over 50cc can be on a freeway. It's motorized bikes and small scooters that cannot. Those are bicycles with an addon engine. They are usually 50cc or smaller.
