It can mean they are happy. It can also mean they need more exercise and attention.

They could be exercising, or want your attention. Could also be frightened. What type of parrot is it??

usually they want to come out of cage. or something scared them or noise. My bird does that too when we put it to bed.

They probably want out! And who can blame them. They were born with wings and were meant to fly. It's cruel to put them in cages. If it were up to me I'd make it illegal to keep a bird as a pet.
