Is it normal for people who ask a question to mark up the people who answer it, assuming the answer is relevant ofc?

I think it's perhaps just a polite thing to do, to give points to people that answer questions, if you feel that answers are useful, informative, etc. People like getting points, I think. :-) +3 points.

Yes it is only polite for the questioner to read and rate the answers that people have bothered to spend time trying to help. I must admit I am just finding questions on this new version that I have never found or rated before and feel very rude and guilty about that fact, so now I am trying to remedy that omission better late than never I suppose.

I can only speak for myself; but, I always rate people who answer my questions provided they aren't crude or rude.
