Try some of the search places online. SOme tell you a bit of info for free. If you need details, that's what costs. But phone and addresses are usually free. I have found a few people that way. If you have graduated from HS you might look at classmates.com and see if they have registered there. I found someone that way. check out whitepages.com ---- its basically an internet version of your paper telephone book; a lot of the people-locating websites out there research people by whether or not they have any public utilities registered in their name. if the person you are looking for does not have any service accounts in their name (water, electric, gas, telephone, etc...), then it will be a little harder to find them.
