His approach was to vilify Quebec until he got elected and then he begged for Quebec's mercy and declared that Quebec was a "nation within Canada". He did this because he knew to win a majority he would need to win a dozen or so seats in Quebec (something he hasn't done yet). So Harper is an opportunist and a hypocrite who can't stick to his guns. He knew in order to get elected in the first place he'd have to pretend he was never an Alberta Reformer who talked about putting a "firewall" around the province of Quebec. Harper was and will always be an Alberta boy and his province will always come first when it comes to his politics.
