The USA wasn't ready to fight a war. We didn't have the manpower or equipment until the Japanese forced us into war. Pearl Harbor was the impetus or catalyst which rallied the country to build it's forces at a breakneck pace. That's why historians have always compared that moment to "awaking a sleeping giant."

Who do you mean by "WE" ... ??? I can only assume you mean the United States of America. Canadians were already accepting refugees from Austria, Poland, etc. and indirectly helping the French and British in the European conflict before Austrailia, New Zealand, or the U.S.A. bothered to join ... and Canada also had sent some help to Hong Kong even before the Japanese struck China's coastal ports and cities. ... but while we were getting our few military forces ready, we officially waited until we were officially asked for military aid by first Great Britain, then France, before joining in. As far as the U.S.A. goes, they could have started their industrial push a little sooner, and their aid to Europe could have been a bit more and a bit sooner ... but like a snake that must coil before the strike, they were not yet ready to enter full scale war on both the Pacific and in Europe until after they were hit at Pearl Harbour.

It's easy to talk about what should have happened. Knowing what we know today - definitely. We should have entered years earlier.

You could argue that the USA did enter the war much earlier, albeit discretely. Roosevelt was sympathetic to the plight of the UK, at a time when most Americans were divided on the issue; and helped greatly with intelligence and supplies.
