Bush is a creature of impulse and not much subtlety. He probably couldn't think of anything else to do. I imagine that this was the least of the many things Her Majesty has had occasion to roll her eyes over (which she is too well bred to do) these fifty years.

*shrugs* It's just a wink, big deal : D If you're referring to Queen Elizabeth II, she's one of the most laid-back Queens ever I reckon : P I'm sure she didn't mind, but also - She isn't America's Queen, so really she isn't deserving of any extra-special respect : P Much like how non-Catholics don't need to refer to the Pope as "Pope Benedict XVI", we can just call him Mr Ratzinger, lol : D
