All carriers connect to each other pretty much the same a land-line call is connected. The wireless portion of the call is only from your cell phone to the tower. The portion of the call from the cell tower back to alltel (or any other provider) is digitized back to a base station controller. That is connected to a MSC (Mobile switching center). The MSC can sometimes be directly connected to the other carrier across town using high capacity bandwidth fiber. Or, the call routes through the local telephone offices to the receiving carrier. The receiving carrier attempts to setup the wireless call.
