Well in Australia, Children do not need a passport to fly on a domestic flight. You use the child's birth certificate, and the parent's ID for them to fly unaccompanied. Because the ticket will be in the child's name, which is displayed on the Birth certificate, as is the child's parent's name. So the parent can prove who they are with their ID, and that they are the parent of that child. I guess there is a small element of trust to it, as there is no photograph of the child involved.
