If he did without going through the formalities of the Citizenship & Immigration Department, he would be an illegal alien in Canada.

Check the Canadian Immigration site if you'd like to see what you need to be qualified to become a Canadian citizen. Very good info there. http://www.cic.gc.ca/ Wish it were just simply easy to go from the states to Canada like that.... I'd have moved there 10 years ago if that was the case :)

No, s/he cannot just pack up and move to Canada. It would require the same formalities as anyone moving to Canada from any different country. I'm not sure of the exact procedure because I have always lived here, but I know it involves more than packing a suitcase and driving across the border.
