If you are on high enough in North Vancouver, have a telescope, and weather permitting then yes ... but from lower elevations between downtown Granville to White Rock, then no.

Not from the ground. If you're on top of one of the western 'scrapers, with a good telescope and the weather's good you might catch a glimpse of it. The ferry ride is from two to two and a half hours (depending on the age of the ferry). That's from Tsawwassen (an hour drive outside Vancouver) to Swartz Bay (a half hour drive from Victoria). The ferry has to wind it's way through the Gulf islands (Active Pass is quite the exciting passage) to get from one to the other. Anyone in Vancouver who thinks they're looking at a faint Vancouver Island in the west are probably looking at Gabriola Island. Wow, I haven't found a site containing so much misinformation for a long time! From the beach on English Bay, you can clearly see Vancouver Island on a clear day. I am looking at it right now as I write. You can also see Gabriola Island, a 20 minute ferry ride east of Nanaimo.

No, you usually cannot. If you can it has to be the perfect weather for it. Try going to Wreck beach at UBC it's one of the closest to it.
