Probably because a very large percentage of Welsh people do not Speak Welsh, that is why they are now teaching it again in the schools

Perhaps because not everyone in Wales speaks Welsh and it's part of the UK, which is primarily English speaking. Yes, there are parts of Wales that speak Welsh as a first language, but there are more that speak English.

For the same reason that roadsigns in the Highlands and Islands of Scotland are English first then Gaelic. Gaelic is a minority language, the majority of road users will speak English as their first language.

I agree. The road signs should be in Welsh first. How else are we going to learn Welsh unless we see it written in more prominant places like the places your eys go to first of all - the top of the list in road signs. Are English speakers too content in the language?

Welsh road signs are'nt necessarily in English and then Welsh. Each area in Wales has their own Menter Iaith / Language Initiative which determines issues concerning the Welsh language based upon the prominence of the language in that particular area. So in areas that have a high percentage of welsh speakers signs might be in welsh first, but in areas where English has a majority it makes sense that the signs are in English first, so that complication, confusion or distraction are avioded - none of which are helpful for road safety!!
