Some phrases cannot be considered, I think: 1) you do not know who said them in the first place: "shit happens"; "c'est la vie" 2) they are said by a fictional character: "Elementary My Dear Watson" (Sherlock Holmes); "beam me up, Scotty" (Captain Kirk); "I'll be back" (the Terminator) 3) there is no proof that they were really said: "Let there be light" I am not sure if you can consider a single word such as "Eureka". But in this case, it would be a very serious candidate. I don't know the answer for sure. But if you have two candidates, and want to know which one was most said, give them as a try in Google and look at the number of results.
