A starting pitcher must pitch a minimum of 5 innings in order to qualify for a 'win' in the statistical sense. However there is no minimum for pitchers throwing out of the bullpen, so simply retiring one batter before your team takes the lead for the final time can be enough for a reliever to claim a win on just 0.1 inning.

a relief pitcher can receive a win simply by throwing one pitch. if he records the final out for that inning and does not pitch the rest of the game, he can still receive the win because he retired the batter and his team then took the lead. it actually happened this year. i believe he pitched for the yankees?

For a starting pitcher the pitcher MUST pitch a complete 5 innings. The winning pitcher is the pitcher of record when the "winning run" is scored. So technically, and it has happened, a pitcher doesn't even have to throw a pitch to win a game. Example, top of the ninth inning and game tied when the pitcher is changed with two away and a runner on first base. The pitcher then "picks off" the runner on first to get the third out of the inning. Then in the bottom of the ninth inning, the home team scores a run and wins the game. The pitcher that picked the runner off first in the top of the ninth inning is the winning pitcher and never threw a pitch to a batter!!!!
