I think it means that a person will only be described as being 'stupid' if they do stupid things. If they don't do stupid things, then nobody can call them 'stupid.'

Stupidity doesn't earn anyone plaudits and rewards because of it's negative connotation. Yet a person can be classified as being stupid and still outfox a lot of people by employing craft and guile.

Saying something like, "stupid is as stupid does" is an argument that justifies the reason for the name calling or labeling. I personally agree with the saying. Since forever, what a person does is essentially what he is, for example, a preacher is one who preaches or a teacher is a person that teaches. Given that way of thinking, a stupid persons is one who does stupid things.(Atleast for the moment) I guess if you are known for repetative stupidity, that would warrant the appropriate title.
