I'd have to say I reckon that is a bad idea. Aside from the obvious fact that the fallout would land on all the exceptions you listed, there are better ways to solve problems that nuking everyone. What is so bad about Europe? What is so good about Israel (that is not an anti-Jewish statement, just an honest question - one country that bombs countries is no better than the next in my opinion)? Why is Japan better than China or Singapore or the Philippines? Seems like a nutty idea, sorry.
