Getting rid of arm flab is a two-part process: You need to reduce the fat that sits on top of your muscles by burning more calories than you eat. At the same time, you need to tone the muscle underneath the fat. Do some basic exercises such as triceps press-downs, kickbacks and overhead presses. These will ensure that each of the three heads of the triceps muscle gets its proper due. You can learn a variety of triceps and biceps exercises in videos, books or Web sites or from a trainer at a gym. At Shape.com you'll find basic moves for your upper arms. Whatever strength exercises you choose, be sure to use heavy-enough weights that your muscles fatigue after eight to 12 repetitions. Lifting weights that are too light is a waste of time, lift enough weight so that by the end of each set, you can't do one more rep. Do three sets of eight to 12 repetitions, total. http://www.findarticles.com/p/articles/mi_m0846/is_8_23/ai_114749448?cm_ven=Y&cm_ite=PI

If you don’t want to build muscle, then you should not lift weights. That being said, do not be afraid of gaining muscle. If you loose all the fat you want, what is underneath? An acceptable amount if lean body mass is quite attractive. Now for everyone worried that lifting weights will make them look like a bodybuilder, this is like saying you don’t want to work at McDonalds because you don’t want the hassles of being a Billionaire. Building a lot of muscle is not easy, requires rare genetics, and sometimes a little chemical enhancement. (Say it ain’t so.) Females can take their age, subtract 14, and divide by two. This is the amount of muscle you have lost (on average) since you were 14. For a 34 year old woman, that is 10 pounds she could gain to have the equivalent muscle of a 14 year old girl, and I don’t know of any muscle bound 14 year old girls.
