• Great solution from a "Mundane." (Non-magickal person....we don't call them "Muggles.")
  
  Unfortunately, I don't think even the best scissors on the planet would be very effective. Scissors would open the Howler in some way....and the message would still escape.
  
  Either that, or by the time you fetched the scissors, the Howler will have blown up.....or worse.

• Haha. I wonder what would happen if you used scissors. Would it start shrieking at you? "HOW DARE YOU CUT ME - I AM STRONGER THAN YOU! I DESTROY MYSELF ..... YOU DON'T TOUCH ME WITH THE INTENT TO DESTROY ME UNTIL I AM DONE WITH YOU..." *flies into the air* It might make for an interesting fight. Heh.
