yes of course. if its under the ruling of a communist party that will always be in power (written in chinese legislation), then yes it is. u dont need the CIA factbook for that.

It depends on whos official classification it is. China's constitution classifies the country as a 'Socialist State' rather than communist state. However many sources in the west would consider China a communist state, because its policies are far closer to communist ideologies than socialist ones.
