All members of the First Presidency and the Quorum of the Twelve Apostles hold the same keys as the president of the Church. The president of the Church is the only one who has authority to exercise all of them. When he dies the next president is picked from the remaining members of the First Presidency and the Quorum of the Twelve Apostles. Traditionally, successors had been serving as president of the Quorum of the Twelve Apostles.

Actually, the Apostles are given keys needed but the Prophet is the only one authorized to use them as a leader of the Church. Of course, Jesus Christ gives this authority to us and it's not for any man to ordain himself.
