There are third-party products that will allow you to format PlayStation memory cards. I'm only aware of the "Action Replay" cheat tool, but I'm sure others exist. Beware if you're using large (>8MB) third-party memory cards - it's entirely possible to format a card as the wrong (too small) size!

I was able to format an unformatted ps2 8mb memory card by putting it in and turning on the ps2 without a game. I selected browser, and then selected the memory card. The system indicated the card was unformatted and asked if I wanted to format it. I selected yes and the card was formatted and showed 7998 kb free. I was able to save and load the game after formatting. The format option is not available if the card is already formatted.

when i save 3 or 4 game,the next game cannot be save,it appear that say 'save failed or file corrupted'plez help!!!

you can format your memory card I have a ps2 8mb memory card but for that you have to full your memory card and then the memory card will ask you to format your memory card just say yes and only if you have many games for your ps2
