Both, many are mechanically printed, I've also seen free handed ones.
Art is totally ion the eye of the beholder. If someone likes that sort of thing, more power to them. I prefer as good weapons display myself. +4
I'm not sure I've ever seen any painting on black velvet that I would classify as "real art." And most of the black velvet paintings I've seen were indeed junk. I haven't seen that many of Elvis, but ones I've seen were pretty bad.
But don't get too hung up on what's "real art." When you're talking about black velvet paintings or images of Elvis, all that matters is that you like it.
