When international figures meet, they are very much part of the international scenario.There might be some exceptions or intimacy like Indian Prime Minister Late Pt. Jawahar Lal Nehru and other World leader of that time used to have. They did have some casual pleasantaries but ultimately they had to meet under only protocol used to meet officially.
