Mucus helps the immune system by trapping germs and bacteria. I'm not sure how to permanently get rid of it or if that's even a good idea.

ANISE SEED - is helpful in removing excess mucous.
BLACKBERRY LEAF - when used as a tea can dry up sinus drainage.
CAPSICUM - was Grandma’s favorite catalyst herb for good reason. It carries all other herbs quickly to the part of the body where they are most needed and increases their effectiveness. It is considered by herbalists everywhere to be a supreme and harmless internal disinfectant. It is unequalled for warding off disease. It is known as the purest and best stimulant in the herbal kingdom.
GARLIC - was Grandma’s very favorite herb for both medicinal and culinary purposes, and with good reason. She knew its powers, both preventative and curative, are unmatched in the herbal kingdom. It contains natural antibiotics that are effective against bacteria which may be resistant to other antibiotics. It does not destroy the body‘s natural flora, like prescription antibiotics. It has properties to stimulate healthy cell growth and activity. It has a rejuvenative effect on all body functions. It is a health building and disease preventative herb. It is a catalyst herb, enhancing the effectiveness of all other herbs, and carrying them quickly to the part of the body where they are most needed.

How to get rid of it is by blowing your nose. Just kidding, but to try and get rid of it permanently would not be healthy.
Here's a link that seems to explain it in plain language.
