Mostly color. Sometimes manufacturer. Either from a reputable manufacturer will be regulation size, weight, etc. Some players prefer one color over another for visibility. I have also see purple and orange balls.

Well, the major difference is that if you have "The Green", you don't get the blue balls. Lacking "The Green, The Plastic" will do.

With regard to Penn balls: The blue are the least bouncy, the green are more lively, and the purple are the fastest. The red ones are crazy fast and bouncy.
