I think that depends on your local ordinances, and varies greatly from one area to another. For instance, tarantulas are illegal in the township that neighbors the town I live in, but they are perfectly legal to keep as pets here. Pet store owners are generally pretty knowledgable on this subject, as it governs what they can sell and whom they can sell it to.

Usually, if it's okay to keep chickens (not roosters) or other fowl, then it's okay. If you want to keep ducks and are worried about the noise, you could try keeping muscovies as they don't quack like regular ducks.
