It's over-used and most people view it as a cop out. I believe it's better just to say "this is just not working for me". As for Seinfeld starting it? No, someone had to have used that line before 1990.

I doubt it, someone had to write the words for the show, more than likely they heard it from somewhere else.

No. It is as old as broken relationships, I suspect. I'm 37 years old, and it was a common means of breaking up with girls for me in highschool.
