It's generally accepted that seamstresses and tailors do not receive tips. It's perfectly acceptable to simply pay the bill; the person you hired won't be expecting any more compensation, and might be confused if you try to slip them a little extra.
On the Other: Good Service Should be Rewarded!
Though tips are not generally customary when working with a seamstress, tipping is always at the discretion of the customer. If you feel that you received exceptional service and you think that your seamstress deserves a little extra, you are within your right to offer them a tip.
Bottom Line
It's not necessary or customary to tip and you should never feel like you have to, but it's your money. If you want to offer a bit more than the agreed-upon payment to your seamstress or tailor, feel free; but since it's unusual, be sure to first ask them if they would feel comfortable accepting a little extra for their good work.
