    Glass Paper (use the fineness appropriately from rough to fine) manual sand down the oxidized layer

    brush off rusts by hand or literally use a brush

    then apply lubricating oils or paint on the surface.

    You could also try replacing parts of the bike with aluminium parts which also oxidizes but the difference is, it only makes it stronger and doesn't form rusts.
