yes on the iphone anybody can track you with the right app a normal phone can be tracked but they have to call you to be able to track it the gps feature only comes on when a emergency call is placed
Any device with an active GPS system can be tracked. Police can triangulate the position of the phone to within about 30 feet, or was it 30 meters?. As long as the phone (or rather the GPS device) has power, it is constantly sending a signal to the phone company.
A common myth is that they have to call you to track you. This is not the case. When they want to track you down they contact the phone company. The phone company is required to give them any and all information about the phone.
Well if you have mobileme then you can "find my iphone", document EVERYTHING and forward it to law enforcement who can then retrieve your phone. I think that mobileme is worth it just for that!

if sombody finds your phone all they gotta do is hold the power and home buttons down for 25 seconds this will put it into restore mode once this is done connect it to itunes and resore your iphone to facory setting then turn off location services your iphone will be gone, after its restored all your tracking apps will be deleted as well.. theres nothing apple or any phone comany can do..

Not exactly. There are certain apps you can install which allow you to use a website to locate the phone, but the only thing the police can do is ask the phone company to locate your phone roughly by checking which antenna it's closest to.
