It can be alot of things, depending on where one kisses, how one kisses and WHO one kisses. Generally I would NOT consider it as much a sex act as an act of intimacy or closeness. Sex act I think is much too strong, although kissing can certainly be "sexual."

I think it depends on what a kiss means to the person giving it. So much is conveyed in a kiss. To me, it's all my passion, all my love, all my care. When I kiss my bf it's so intimate. Anyone can have sex...and you don't always convey you love someone by having sex. For me, a kiss is about surrendering, the closeness, the hands on my lower back, mine around his neck, holding on, leaning in...yes, very intimate.
