The Merit Systems Protection Board (MSBP) is a government agency that aims to protect the merit system under which federal employees work. MSBP is an independent and bipartisan organization.
Mission
The mission of the MSPB is "to protect federal merit systems and the rights of individuals within those systems."
First Function
The MSPB has two statutory functions. The first function is "to provide independent adjudication of appeals of personnel actions for over 2 million federal employees."
Second Function
The second function of MSPB is to "conduct studies of the federal merit systems and other human capital management issues to ensure that employees are managed effectively and efficiently, in accordance with the merit principles, and free from prohibited personnel practices."
Organization
MSPB is divided into several offices with different functions according to its statutory missions. There are three-member appointed board members and approximately 230 employees as of 2009.
Headquarters
The MSPB is headquartered in Washington, D.C. There are also six regional offices and two field offices throughout the nation.
