Pens are chained there mostly so that a pen is always nearby, not so they won't be stolen. Just because the door is open doesn't meant they're more likely to be robbed.

I'm not sure I understand what you're getting at...of course the doors are open, otherwise the customers couldn't come in. The pens are chained down so that people don't walk away with them all day. Anyone whos gone looking for a pen only to find they've all "walked away" understands the need for the chains.

My banks doesn't do that. Pens are always there for the taking--bunches of them.

They are afraid people will make off with their pens, but feel pretty certain that the doors will not suffer the same fate.

The doors are unlocked so people will come in and be stolen from by the bank. The pens are chained down because the bank doesn't want to be stolen from by the people.

Pens are needed to complete transactions therefore a pen on a chain is the way to go...doors are kept open to allow clients in.
