I went to this site to try to get an answer to this exact question/situation. My associate advises their association has a 9pm rule - no loud music etc after 9p. My neighbors start after midnight sometimes. I'm going to ask the assoc. President to put something in writing to them.

Yes. We are currently dealing with noise issues in our association. Read your bylaws. There is almost certainly a bylaw about noise violations. The HOA is required by law to ENFORCE the bylaws. They can issue warnings and then fines if the situation does not improve. Put your complaint IN WRITING and mail it certified return receipt to the HOA Board members. They are then required to take action. Give them a certain amount of time to resolve the situation, or call them and ask what they are doing. Then keep sending more letters, maybe weekly until they enforce the bylaws. Putting the complaint in writing gives the Board more power to enforce and makes them accountable for enforcement. Also continue to involve the police.
