If you are meaning to call someone stingy, then no, it is not inappropriate use. If you are using it as a racial epithet, you are using it wrong and are an *sshole for trying to use a racial epithet. Niggardly and the racial epithet have completely different etiology.

Niggard means stingy. Ebenezer Scrooge was niggardly. It is entirely appropriate and would only be offensive to someone that didn't know the definition. Since the word is not used frequently and because it sounds so much like the other word I would use it carefully. You never know when some dimwit might be searching for the opportunity to be a victim.

I asked the copilot about this word 4 times, and it answered then deleted the answer each time. It finally explained the "guardrail" guidelines were deleting the answer because of how the word sounds! Pretty lame robot, IMHO.
