Color-coded folders are not used for the color of a persons skin. they are used to notify the judge that this case is either a felony or misdemeanor charge coming up on the defendant.
Its like an advance warning of flashing yellow lights of a traffic light about to change around the corner.
In this case the orange folders are to identify minorities. Minorities have a special status under federal law that allows civil rights lawyers to sue if there rights are denied them. The color coding is a warning to all court personal, prosecutors and judges to do there jobs right, without the dishonesty, bigotry, self serving arrogance and belligerence they apply to all non minorities with the exception of the rich and famous that can get them exposed. You're reading I sit in courtrooms & watch cases (a lot over the years) & I noticed that the judges have blue folders for white people while all other races have orange folders. I find that quite coincidental - why the color coding?
