Sure, if you use the right type of glue or bonding agent. A synthetic glue like pvc can work, but could cause an allergic reaction. The best bet is to use homemade, natural stuff i.e. flour and water mixed together, heated to a paste, and allowed to cool. It´s edible, so it should be safe on the skin. I have figurines made with this kind of paste that are over 20 years old, so it´s durable as well. A word of warning: Make sure you apply soap or petroleum jelly on any hairs, or else they might stick to the paper-mache.
