Double check to make sure the gasket from the old filter is not stuck to the block.

Yep all cleaned up put silicone 3 rd time still leaking

Take it off and make sure there isn't an old gasket still on there. Make sure you wet the Filter with oil when you install it. If it still leaks try a new filter. Make sure its on tight enough. Hand tight and Half turn with a wrench should be enough.
