I guess conceptually it could be but I've never heard of it. Of course, I've never heard the term "voting district" used before, either.

Generally not. Not only are the numbers on two completely separate systems, but often one zip code will have multiple voting districts, or vice versa, one voting district will encompass multiple zip codes. Also zip codes are only loosely tied to cities and go across city, county and even state lines in several places. By zip code you are referring specifically to the US, no? Or are you referring to postal codes and any country in general?
