All human beings, but baring in mind that even though he claims to love you, he will happily send you to hell to burn forever for mundane acts. Not really what I would call "love".

God has a General love for all Humanity. To quote Matthew, "He sends rain for the righteous and unrighteous alike." In context, that basically means both Jew and Gentile- i.e, all humanity. We can also note that God loves humanity through nature. We have been created with the ability to enjoy pleasure. Most of us don't have serious disabilities. Consider that God Could have made us to live in constant pain, or to constantly bleed- but he didn't. Any dissatisfaction can be attributed to the fall and our judgement. However, Humanity has not return the favour. Everyday, i find that we have a present contempt for God, a tendency to reject him.
