A veranda is closed in, usually by screen windows, although it can be glass too, and usually accessible from outside the house unlike the balcony. They're also usually longer than the balcony, sometimes longing an entire side of a house, or even half of the house, especially older houses. Although a balcony CAN be closed in, they usually aren't, and are only accessible from within the house. Verandas are also usually located on first floors, while balconies can be on any floor.
