To the first part, Christmas, and to the second part, I'm not sure.

Black Friday has almost technically become a purely consumer based holiday..and it's name alone signifies it's importance...But as far as National Holidays go, I would guess Christmas...and I can't think of a retailer that doesn't try to cash in on the last shopping holiday of the year.
