Perhaps I'll be a bit more helpful than the last person who answered your question: Yes, the PS3 DOES have to be on in order for a controller to be charged while plugged in VIA USB cable. If the PS3 is off (though technically it's just in Standby Mode) then the controller won't charge.
This may pose a problem to the system itself, because if it is left on for too long, it'll overheat and that could damage the Motherboard (found that out the hard way).
Now, you could play video games, or watch movies, or browse through the internet and the PlayStation Network while your controller is plugged in, and it'll still recharge. It's slower, as the controller is active, but it recharges nonetheless.
However, if you want it to recharge faster, plug it in, turn it off, and let the system run for about an hour. Then turn the PS3 off to let it cool down. If the controller doesn't have three bars by the next time you play your PS3, then I'll be very surprised.
Is there anyway to tell if your ps3 can play ps2 games, like is there a specific type you buy?
