    I have always thought it was closely parallel to the expression "the devil you know is better than the devil you don't know". Of course that doesn't do much to give the gravity of the personal circumstances involved.

    i think it means someone goes from a mildly scary/difficult situation into an extremely scary/difficult one. (and, perhaps they aren't ready?)
